WN3000RPv3 net connection problem

WN3000RPv3 net connection problem
I use WN3000RPv3 as Wi-Fi range extender. Suddenly it stopped working.
-only laptop has no problem. It can connect to internet through WN3000RPv3.
-2 phones and PS4 are unable to connect to internet through WN3000RPv3. It just says "unable to connect to internet"
-phones and PS4 can connect to internet without WN3000RPv3.
-I reset and on/off WN3000RPv3 several times.
- only thing I did was that I set fixed IP address for laptop. Other than that, I haven't done anything.

1. To confirm, your device is the WN3000RPv3, correct?
2. What is the firmware version of the extender?
3. Do you have any form of address reservation or access control feature enabled on your router?
4. Are devices able to go online when you have a static IP setup?

I installed the newest firmware and did factory reset but it didn't work so I just went to a shop and replaced by new extender but result is still the same. So I think it is not the extender's problem.
I think it is due to IP address. It sometimes says that "fail to obtain IP address"
Perhaps if PC (which is connected to the extender) has fixed IP address, other devices can't connected to internet via the extender,is it correct?

If so, only solution is that I don't use fixed IP address, right?
