WiFi extender Europe

We have a home in Europe and would like to extend the WiFi from our neighbor on the second floor, to our unit above. Is there a way to do that without having to have the router in our unit and if so, which WiFi extender would we need and are they dual voltage to work in Europe? We already have an adapter we can use. Thank you everyone!  =)
