ex3700 range extender - 5Ghz traffic very slow

Setting up a new netgear extender. In my office connecting to just my wireless router pulling about 60Mbs on 5ghz (channel 157 / -65 to -70dBm).

On the extender, on 2Ghz.. pulling about 35Mbs (channel 5 / -48dBm). Expected.

But on the extender, on 5ghz, I'm only pulling >4Mbs (channel 153 / -49 dBm).

So, no channel overlap, signal is strong - Why am I only getting less than 10% of the bandwidth on the 5Ghz extended?

Upload is the same on all three (about 11.3Mbs). Its just download that is tanked on the 5g-ext.

What firmware are you on? 

have you tried re-installing the firmware, factory resetting, and manually setting it back up? (don't use wps)
