ex6100 after factory reset it will not go past account setup page

Hello
We tried to update firmware for ex6100 range extender and factory reset the extender twice and it will not go past the account creation page. We answer all the questions and the next button is blue but when clicked it either cycles back to setup new extender page or just sits there doing nothing. Tried on edge, fire fox, and google chrome. As well as android phone. Same outcome on all. Tried chat with support with no success.
