Can the EAX 20 range extender connect to any access point wireless eg used in Rv at different locations to create secure network. Thanks

Should be able to yes.
I would review installation guides and user manual for setting this up.

Are you talking about connecting to an RV parks wifi or connecting to your own hot spot in the park?
Makes a big difference.
Reason why is most rv parks have some sort of gateway/terms and conditions that you have to accept or login with to use their wifi.
A standard extender won't work.
You'd want something like a travel router that supports wisp mode.
Netgear hasn't made one in a long time and its far behind on technology.
So if you're planning on connecting with an existing wifi that needs login/t&c then I'd go another route versus a standard extender.
Or you won't be able to use it at most parks.
