Firmware support for VPN

Anyone know if the C7000 firmware wan be updated locally or does the firmware need to be sownloaded and maintained by the ISP?  If firmware can be updated locally, can the R7000 firmware (that supports Express VPN connectivity) be used on the C7000?  Many thanks.

The C7000 can only be updated by the ISP. And they rarely do so.

And it doesn't support r7000 firmware as its not a router only device.
