I have a CAX30 Cable Modem Router but I can NOT access the dashboard on my PC
My PC is hardwired to the router. HOWEVER, I can not access the dashboard when I log it from my PC - it just shows me as "logged in" but it's a white page with no radio dials to control or view anything. My firmware for the dashboard Netgear PC "portal" that I log into is Firmware Version V1.4.12.2

What browser are you using? Try MS Edge or Firefox. Clear out all browser caches before entering the modems web page.
If you can get in, I'd update FW:
A factory reset and setup from scratch maybe needed as well:

Or use the ERASE button on the routers web page to factory reset the router:
