Sounds to me like hardware -- power adapter or modem+router.
I'd test/substitute the power adapter. (Same polarity and voltage,
similar/adequate current. But even one with a lower current rating
might serve for a short test.) It's a 12V device, so, if your dexterity
is good enough, and you're careful, even a car battery could work. (Not
a good idea if you're ignorant, stupid, clumsy, or careless.)
