1. What is the firmware version of the router?
2. Does the issue persist when using your other devices in the network?
3. Does the issue persist with other filtering levels?
4. Are other sites being blocked?
5. Are the DNS values on the router UI set to the OpenDNS values?

Orbi RBR50, firmware v2.1.2.18 (latest version)
I am getting the following message when trying to setup parental controls .
I am using a desktop PC
"Checking router firmware. We're making sure you have firmware that supports Live Parental Controls. You don't appear to be connected to the internet. Please connect to the Internet through your NETGEAR router and try again."
I have updated software, uninstalled and reinstalled.
I can ping and use the network map to see I am connected.
I am writing this on that network.
There are dozens of threads that talk about this.
All Netgear says is
A use Disney. I DONT WANT TO
B reinstall I have done that.
