I'm planning to set up a new AX5400. I've exported the settings from my R7000P, and have imported them back occasionally to to the R7000P to address issues. Can I log in to a new AX5400 and import the R7000P data? That would be the quickest way to complete the setup. Thanks.

No. You'll need to setup the new router from scratch.
Can take screen captures of the old router web ui settings as reference.
