My ISP network speed is 400 mbps and is being sent as 503 mbps. www.speedtest.net shows a result of 46.70. Why is the speedtest not accurate. I'm hard wired and not using WIFI. I'm using Windows 10 PRO. Attached link to my results.

What do you see if you connect a computer directly to your modem? That will eliminate the router from the equation.
If possible, you should choose a speedtest.net location run by your ISP and physically close to you. In addition, the speedtest.net app for Windows works better than the browser version. My ISP service is 1 Gbps down and 50 Mbps up. When I test to the speedtest.net site provided by my local ISP in my city at 6:00 am, I routinely see 920 Mbps down when connected to an Ethernet port on the R7800. If I connect to some random speedtest.net site in another city, however, I might only see 200 Mbps down or less, which has do to with how the ISPs interconnect to each other, how much Internet bandwidth each has, and how congested things are at that time (e.g., many small ISP's have only 1/10th of the Internet bandwidth that they sell).

What is the modem in front of the router?
What firmware version do you have on the device? A number is more useful than "the latest". (It may not be by the time people read this.) There can also be newer versions, or "hot fixes", that do not show up if you check for new firmware in the browser interface.
Tried turning off QoS?

I'm not using Dynamic QoS. My setting is let speedtest determine my internet bandwidth.
My modem is a Spectrum CVA4001CHR v1.3 Technicolor.
My Netgear firmware version is V1.0.2.46. There are no updates available.

My R7800 is on V1.0.2.52

Today, I ran speedtest on my PC and got a download of 307 mbps. On the website of my ISP, I got 58 mbps.
Appears I'm not having bandwidth issues and speedtest is just not an accurate means to test bandwidth.
