You can telnet into router. You can use a telnetenable executable that's freely available on the Internet (use the correct one for your model). Alternatively, it may be possible to enable telnet access through a debug menu (e.g. http://routerlogin.com/debug.htm). I saw a post recently about that.
Once you are in, it's pretty much a BusyBox console.

Console access usually refers to access via serial port. This is different from remote access. Which one are you asking about?

It should work on stock firmware. It's been a while since I used stock firmware (maybe a couple of years), but it did work back then. AFAIK, Netgear has not removed support.

If you are on Windows, then read the section New TelnetEnable on Windows. There are plenty of examples on the webpage on how to execute it.
