Router R7000P Nighthawk AC 2300 Device Speeds Slow

I have Charter Spectrum and am paying for 500Mbps. Charter sent a tech out and he set up a new modem for me while also showing me that my line was getting a little over 500 Mbps to the modem. When I use the speed test app on my phone, I get around 250 Mbps. My PC (Wired) speeds are above 500Mbps. I don't have a QoS or traffic meter on. I rebooted and reset my router yesterday because I was getting only 30 Mbps, after the reboot it went to 500 Mbps. Today I checked it on my wireless devices (connected to 5G) and I'm getting half. PC was off when testing speeds. I have a hard time believing that my PC draws that much being wired and also being off that it drops my wifi speeds by half.

Thanks for your help

ISP: Charter Spectrum
Router: AC2300
Firmware: V1.3.1.64_10.1.36 (Latest at the time)
(CAT6 running from Modem to Router)
(CAT6 running from Router to PC)

Some background reading would be helpful for you to understand the situation.  Here is a good reference:

    https://www.duckware.com/tech/wifi-in-the-us.html

Recommend you start at chapter 3.

Also, when you are testing throughput, recommend you use the stand alone application form Ookla.  It is available in the play store of your operating system.  This installable application removes the web browser from the data path.  It is not a web address.
