the TC8717T is a modem/router combo device. its not strictly a modem.
Unless you have it in passthrough/modem only mode (not all device implement properly) it can put you in a double nat.

options?
1. put the TC8717T in modem only/pass through mode
2. put the netgear's ip address in the TC8717t's dmz
3. put the netgear in access point mode.
just use one of those modes.

That would be the best option. If you put the R7450 into AP mode you lose a lot:

Try this:
- Unplug PC from network
- Plug R7450 into PC
- Set up R7450 in AP mode
- Unplug R7450 from
- Plug in PC
- Plug R7450 into the modem/router
Be sure to restart your network in this sequence:
- Turn off and unplug modem.
- Turn off router and computers.
- Plug in and turn on modem/router. Wait 2 minutes for it to connect.
- Turn on R7450 and wait 2 minutes for it connect.
- Turn on computers and rest of network.
