AX1800 WIFI 6 Router RAX10-100AUS

Australia.  The supplied Huawei NBN Router WIFI becoming intermittent.  The NBN box supplies internet to the premises via the Huawei router.  I am using it now. I know I have internet.  When I install the AX1800 WIFI 6 Router RAX10-100AUS it can't see the NBN Box.  It says it has no internet.

I have used the Nighthawk App.
I have used the http://www.routerlogin.net interface.
I have used the Advanced, and Advanced Setup interface.
I have spent an hour talking to the Philippines, going through all of the above, line by line, including doing Factory Reset of the Netgear Router. Including setting VLAN to 2, the required setting. Cables in. Cables out.  Turn off. Turn on. Numerous iterations. Not a professional but IT competent.   My ISP support staff said they can't help me anymore.

So I am stuck.  Any ideas why my router can't see the NBN Box.

If the Huawei device is a router, then you are trying to pile router on router. That is a recipe for failure.

Two routers on your network can cause headaches. For example, you can end up with local address problems. Among other things, the other router can misdirect addresses that the Netgear router usually handles, such as routerlogin.net or the usual IP address for a router, 192.168.1.1.

This explains some of the other drawbacks.

What is Double NAT? | Answer | NETGEAR Support

Unless you have specific reasons for using two routers – to create two separate networks for example – it is often easier to use just one router and then to set up the second router as a wifi access point. Netgear advises this, as does just about every site you will visit.

How do I change my NETGEAR router to AP mode? | Answer | NETGEAR Support

It may be possible to put the modem/router into modem only (bridge) mode and then to use the second device as the router. Sometimes it is easier to put the second router into AP mode. But that has its own drawbacks:
