If you have the ISP modem in bypass or DMZ there for the RAX router, and xbox is getting OPEN NAT, then this is the best you can get. You should be able to get OPEN NAT with or with out IPv6.
Recommend using a ethernet connection to xbox for best performances in gaming.
Try connecting the xbox to the ISP router to compare results.

Leave it be.
Something to ask the ISP about to see if you can remove there router and put the RAX in place of it. They will have this information.

I would test it both ways. The starlink routers are supposed to be pretty solid.
I'd test it 3 ways.
1. star link router in passthrough to netgear router. Xbox connected to netgear
2. Starlink router in router mode with netgear in access point mode. xbox connected to netgear
3. starlink in router mode. xbox direct connected to it.
You will see some additional latency going starlink---netgear----xbox just because you added another step on the process but it'd be worth seeing what each setting change adds to the process.

Before anyone can tell yo how to do it, you need to work out why the lag happens. To get there, you need to provide more details.
Start with the usual boilerplate questions to eliminate some of the more common issues that crop up here.
What firmware version do you have on the device?
A number is more useful than "the latest". There may be newer versions, or "hot fixes", that do not show up if you check for new firmware with an app or in the browser interface.
If there is one it might also help if you told people the make and model number of the modem/gateway/ONT that connects this router to the Internet. Is it, by any chance, also a router, with a set of LAN ports on the back?
I ask because a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
Having two routers on a network can cause headaches. For example, you can end up with local address problems.
