USED R6700AX REGISTRATION PROBLEM
I bought this router off ebay, but the previous owner registered it. How can I register it now and change wifi password?

You don't need to register it to use it.
Start with a factory reset. Push and hold reset for 7-15 seconds. then follow the install guide (I recommend manually and not using the app).

No you don't need to register to change the wifi PW. Just log into the routers web page at 192.168.1.1 and use the "admin" name and password you set for the routers web page to get in.

LIke @FURRYe38 says, you don't need to register it for that. You should be able to use all its features without registering it.
You could always contact the seller to see if they could unregister it from there account but you don't need to.
