i am having trouble accessing genmon generator monitoring rasburry pi unit

rax20 running version 1.0.11.112_2.0.77
i have a raspberry pi monitoring device called Genmon on my whole house generator.
it is generating an ip address, that i can see on my router and has assigned correctly. The raspberry unit sends an email showing the address, and i can find that address using FING and also as an allowed device on my router.
however, when i try to access that device by typing the
ipaddress:8000
on the internet browser line, i get CONNECTION HAS TIMED OUT
instead of my web interface program.
everything worked ok until i rebooted the router.

It might help if you told people what the modem is in front of this router, if there is one. The make and model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?
The reason for asking is that a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.

actually, the problem was in the Pi unit. i got it all resolved.

Any chance that you could explain what the issue was an how you fixed it?

my problem was resolved with help from the developer of my pi unit. he had me use PUTTY program to access the SSH access portal and communicate directly with the PI unit.
then i logged into my pi unit, and simply rebooted my system thru SSH. apparently this auto reconfigured any software issues that may have occurred, whereas just rebooting PI by unhooking battery does not.
cd genmon
./startgenmon.sh restart
this reset the 8000 port to communicate with my router.
its all smoke and mirrors to me
