Block IP Cam from accessing Internet but allow LAN traffic
I want to prevent the Wyzecam from uploading deteted events to the cloud. This is automatic for this IP Camera. I want the unit to record locally only so need this to have Wifi access so the phones can connect to it. How can I disbale just interent for this device?

You can refer to Orbi manual on the exact steps, see section "Block Services From the Internet" at page 60. Basically, you can block a single device or a group of devices from Internet. It's a basic form of Parental Control prior to Disney Circle.
Download Orbi manual here.

This is really an issue for your cameras. You might do well to ask the people who made them how you can block access to the Internet. Some cameras will not work without that access.
