Brand New Orbi (AC2200 router + 1 satellite) - FIOS Quantum - Setup worked, but 10th device won't...

So I set up my Orbi plugged into the FIOS modem/router. So I have 2 "routers". I wanted the Orbi specifically for the Circle parental controls during virtual learning so I could block YouTube/enable YouTube easily (and other sites) but also saw the benefit of starting setting up a mesh network for speed in the house.

Long story short - i have been adding 1 device at a time tonight.

1. iMac

2. iPhone

3. Child 1 chromebook

4. Child 2 chromebook

5. Child 3 chromebook

6. Nest

7. Canary camera

8. Wife's iPhone

9. Peloton

10. My work laptop - internet not working even though connected to WiFi

So....what happened? Why was I fine for 9 devices, and 10th is a no go? I still have a handful of Amazon Kindle Fire tablets to connect. Did I hit an IP limit or something?

Do if you disconnect ALL other wifi devices from the Orbi wifi, does the one laptop connect at all?

Make sure your one device doesn't have any static IP addressing configured on the device.

What Firmware version is currently loaded?

Be sure Circle isn't blocking the one device as well. Disable Circle to test this.

What mode is your ISP modem working in? Router or Modem only?

Having a router at the modem can be problematic. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT
https://kb.netgear.com/30187/How-to-fix-issues-with-Double-NAT
Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router. https://kb.netgear.com/31218/How-do-I-configure-my-Orbi-router-to-act-as-an-access-point and https://www.youtube.com/watch?v=H7LOcJ8GdDo&app=desktop

I've configured as many as 30 wired and wireless devices on an orbi system with no issues, so it must be a setting.

Check what @FURRYe38 suggested.

What device (possibly ONT) is the FIOS router connected to and how? Does your FIOS account include TV or just Internet?

If just internet, and the FIOS router is connected via network cable, you can bypass it and set the Orbi in router mode.
