Nearby device will not connect to satellite

I seem to have this same issue with ring products connecting to router and not satellite. My Router is on floor 1 and my satellite is on the ground floor about 20 feet away from the Ring Chime Pro, yet my chime pro is connecting to the Router when I would have expected it to connect to the satellite.
The RSSI on the Ring Chime Pro is also no better than it was before I setup the Orbi, showing in the region of -60. I have a Spotlight cam and doorbell connected to the chime pro.
I am running the latest firmware version V2.1.4.10.
