When an ORBI is put in AP mode, does the mesh still operate? That is, is just the main Router an AP, or do the satellites provide AP coverage as well within the same subnet?

Yes the satellites still work. It just leaves the primary router as managing the dhcp/nat.
the orbi router and satellite act as a single mesh in access point mode.
