I have an RBR20 router and an RBS20 satellite and want to add another RBS20 to it, but they’ve sent me an RBR20 by mistake. Can this be used as a satellite? It’s showing “satellite not found” when I try sync in the app to pair it

No. it won't function as a satellite.
I'd contact whoever sent it to you and exchange it or get a refund.
