How an I make the 2.4 and 5.8 networks have different Names?

or be able to chose the network on an iOS device.

The short answer is you can't.  The Orbi is supposed to automatically put you on the appropriate network.  The long, technical "yes" is posted above.  You can set up separate guest networks however.
