Cannot access M4250 Web-UI

Hi, 

I just purchased an M4250-10G2XF-PoE++ (GSM4212UX) and am trying to set it up for my NDI network. Yesterday when I unboxed the switch I was able to eventually configure a static IP on the pc I'm using to access the switch and logged in to the interface ad described in the manual. I was able to get started, configure a few ports and talk to all my cameras. 

This morning when I came in and powered everything on, I can't see any of my cameras and am completely unable to log in to the web-UI with any method. I have been over and over all the IP settings in my pc again to no avail. The manual instructions on this seem pretty cut and dry, but I have tried over and over again for hours today to no avail. I just cannot even get access. There must be some critical thing I'm missing that no one is talking about.

Every video or guide I find on setting up this switch makes it sound like you just pop the IP into the browser and presto, it comes right up! This has not my experience at all. 

Can someone please, please help me figure out how to access the web-UI on this switch. I'm so frustrated.
