Switch data rate on dual rate SFP+ in M4250
How or where can I switch the rate of a dual-rate SFP+ fom 10G to 1G? And while I am at it, where can I force a normal port from auto-speed to 100Mbs?

Reliably only by swapping the module to one doing 1000BASE-SX or -LX only. There is -no- auto-negotiation on fiber as we know from copper Ethernet.

Netgear does striclty stick to the IEEE standards, where link speed negotiation is mandatory for ports supporting GbE or faster. Give a try and use a patch cable with just the appropriate two pairs only - no guarantee it will work as intended regardless, as some ports (switches, chipsets, driver, ...) can fail badly to establish a 100BASE-T link.
