The router seems to not be connected to the internet. The up arrow is blinking green which the manual says means the router is “ ranging on the upstream”. What does that mean in normal language? Could it have something to do with why I am not getting internet?

Which router? N450 is a WiFi label that Netgear and other brands put on routers sold a decade or more ago. Look at the label on the thing for a Model Number.
Is it also a modem that connects you to the Internet? If not, what device sits between this thing and the Internet?

Probably language that made sense in the twentieth century. They used it for cable modem/routers. A lot has moved on since then.
What des your Internet service provider say?

An N450 router that is a cable modem based one.
What actual one is it?
Did you check with your isp to see if it still works as thats a pretty old cable modem/router.
