Better to follow the instructions, and not rely on your intuition.

Strictly speaking, neon is an element.
https://en.wikipedia.org/wiki/Neon
There's a picture there, showing its distinctive "orange-red glow".
> Where I live, we call this color Neon........but it is greenish!
There are some green lines in the neon emission spectrum, but they're
generally drowned out by the more numerous and intense reds and oranges.
So, whatever you might call "this color Neon", no one else can be
expected to know what you mean.
In gas-discharge signage, most colors other that that distinctive
orange-red are produced by other gases (argon, mercury vapor) and
phosphor coatings on the glass; neon is not involved.
For a good (educational) time, get a cheap diffraction grating, and
use it to look at some signs. The difference between an actual neon
spectrum and what you get from other-color signs is obvious and
striking. Better hurry, before LEDs drive the educational signs into
oblivion.
