Is your network visible on other wifi clients?

Connect to what with your phone? Your network?

Is that from the USB adapter and a Windows PC?

If it just just the PC that can't see the local wifi, then this could be something happening in Windows. That's probably where to troubleshoot rather than the Netgear adapter.

    In Windows 11 look here:

      Thank you for the reply!

Yes, it is visible on all my other devices.

yes, my network is visable and usable on both my phone and laptop

      yes

i've tried troubleshooting on my pc and it couldnt find anything, i use windows 10. i don't think the problem is windows, because I tried to connect to my network with a different adapter i borrowed. and that worked.

That's detail that was not in your first message.

But that misses the point. If Windows accepts one adapter and not another adapter, then that may mean that Windows just doesn't like the WNDA3100v2.

That is an old adapter that predates Windows 10 and 11. You could try the trick that worked for another recent victim of USB issues.

Uninstall the WNDA3100v2 and then just plug it in and see if Windows finds and install its own drivers.

In your shoes I would forget about the WNDA3100 devices. They date back to 2007.  Even the V2 is from 2009. Wifi technology has come a long way since then.
