If the static IP devices have wired connections, then manually configure a laptop with an IP in the 192.168.1.x range and connect the laptop to each device one at a time to reconfigure each device.
But, based on your description it sounds like the devices with static IPs are wireless-only devices. If that's true, then turn on your old router, connect a PC to the old router, and access the devices through the old router. You do not need to connect the router to the Interent to do this.
If you do not have your old router, then setup any other router with the old SSID and old password and a 192.168.1.X LAN range and use that to access the devices. Again, you do not need to connect the router to the Interent to do this.
