Best product for concrete

If the interior walls are concrete, WiFi is going to struggle.  Your best solution may be a masonry drill bit to poke holes to run ethernet cables through.  Can you go "over the ceiling" or through a crawl space?

There are two technologies that have been useful:  Powerline and MoCA.

• Powerline uses the existing electrical wiring to carry data signals.  Bandwidth is not great and Powerline is "sensitive".  I have three adapters that seem to work fine.  When I added a fourth adapter, it became unstable and every so often just "quits".  However, if it is successful, it would allow you to link the WiFi units at a higher speed than the WiFi signal currently does.
• MoCA is a similar technology using existing cable TV coax.  If there is coax wiring running throughout the house already, then MoCA adapters could connect the WiFi units at a decent speed.  I used MoCA to link my Tivo devices to each other and to my internet router. Worked fine but I resented the "nest of cables" and moved to Powerline.

My impression is that all WiFi radio signals are pretty much equal.  If Velop cannot penetrate your walls, I doubt that any WiFi product will.
