Orbi routers must be connected to the internet using an Ethernet cable from the WAN port (usually yellow). Once connected, the device can be put into 'router' or 'access point' mode, which determines what features are enabled.
It appears that what you want is a WiFi Extender, which connects to the home WiFi system through WiFi.

Yes the 2nd RBR has to be ethernet connected to the first RBR.
May run in to odd problems here. I'd make sure the channels are far apart from each other on the RBRs and use a different SSID name on the 2nd RBR in AP mode.
