No Ethernet Cable Is Plugged into the Orbi Router Internet Port
After reading this thread I got pretty worried when I was running into the same problem. However doing a factory reset on the router saw the problem go away. Restoring my settings from a back up file caused the problem to reappear. Apparently something in the configuration spontaneously changed and started causing this problem. Setting up my router from scratch was an annoying couple of hours but I'm glad it's not a hardware problem that I had to pay to fix.
If you're having this problem try doing a hard reset and setting it up as if it were a new modem before giving up.

Glad you got it working. Be sure to save off a new back up configuration to file for safe keeping. Saves time if a reset is needed.
