Had this problem as well. I know where I was born, I know my mother was born.
I've had enough of the xxxx Netgear software that netgear provides. I'm resetting this junk and then will buy a decent mesh system. Enough is enough.

Think about it. Did you tell your Netgear router that?
If you are trying to use the "password recovery" option, there is a bug in Netgear's implementation of password recovery on some devices. You can get locked into a closed loop.
If password recovery is enabled, but you have not set the answers to the questions, it keeps sending you back to the beginning of the process. If you haven't already given the thing your personal answers, they are not in its memory and it has no way of knowing if they are correct.
If the standard factory password (password) does not work, then you will have to factory reset the thing to get back to that. Then either disable password recovery (check the manual for your device) or provide some answers to those questions. How do I perform a factory reset on my NETGEAR router? | Answer | NETGEAR Support

You will hit the same brock wall with any system you buy. Nothing comes with your life history burnt into its memory.
When you look for a replacement, see if you can get something that uses "2FA". Then you can use your email address of mobile phone number to confirm your identity. Even there you will have to feed it with the relevant details. But at least it should be obvious to you what is going on.

When the user enters the web administrative credentials incorrectly three times in a row, the system offers a Password Recovery screen. (I have caused this to happen by not realizing that the Caps Lock key was active.)
Alas, all too often users did not actually use the drop down menu to select security questions and may not have spelled the answers correctly. End Result: Only a Factory Reset will provide access to the web interface. This requires a fresh configuration, and offers an opportunity to select security questions and provide appropriate answers.
Sucks. Big Time.
