It's the switches your using are problably causing your Orbis bad behavior. Smarts swithces are still known as managed switches. Any IGMP and Green Ethernet features on these switches are not compatible with Orbi.
I use HP and D-Link non managed, non green ethernet switches, don't see any issues with power and recovery while my RBS is wired.
