What is the Mfr and model# of the ISP modem?
Might try this, set ISP modem back to router mode. Use the Modems DMZ for the Orbi router in router mode. Input the IP address the Orbi router gets from the ISP modem and put this into the modems DMZ. Set a IP address reservation for the Orbi IP address ON the modem/router so it doesn't change. Then see what happens.
If not, try putting the Orbi into AP modem with the ISP modem in router mode and check...
Your DVR might need direct contact with the ISP modem rather then another 2ndary router...

May 25, 2018It doesn't matter what configuration you set with the Orbi or any other third party router you will not be able to have the AT&T DVR work behind any other router other than the one AT&T privided you, AT&T designed it this way.
Your only option is to directly connect your AT&T DVR to their gateway let it run your firewall, DHCP, etc and put the ORBI in Access Point Mode to provide your wireless.
