ORBI RBR20 Download speed

I have a 7-year old ORBI RBR20 mesh router (firmware v 2.7.3.22) with one satellite connected to the internet via a 7-year old Netgear CM700 cable modem.  I contract with Suddenlink for 400 Mbps download speed and have consistently gotten that speed for 7 years.  However, a couple weeks ago, I noticed streaming TV was buffering more than usual.  I checked the speed using the ORBI app and my download speed had dropped to 62.  Upload speed remains around 42 where it has always been.

I rebooted both the cable modem and ORBI but no improvement in download speeds.  Suddenlink has come out and said they measure 400 Mbps to my house.

Thinking my Netgear cable modem might have reached the end of its effective life, I replaced it with a Motorola MB8600 (32x8  DOCSIS 3.1).  Download speeds improved to 120 but still far below 400.

Any thoughts on the root cause of speed loss?

Thanks

The most common diagnostic tool is to test speed when connected directly to the modem. This requires a computer with an ethernet port, which many customers no longer possess.  One might assume that this is what the Suddenlink technician did.  (Or, not.)
