On the RBRs web page under Advanced Tab/Setup/Internet Setup, down this page there is a DNS section, will be set to auto, can set to manual and then you can input different DNS, Try 9.9.9.9 and 149.112.112.112.
Also if these are the only apps having issues and others do not, you should contact the mfr of these apps as well. Possible changing in there operation at the Mfr level maybe involved as well.
May need to factory reset the system then setup from scratch as another troubleshooting step.

So very strange. Does the Apple TV have a method to display the public IP address when it is connected?
(Devices that can run web browsers can look at https://whatismyipaddress.com )
(Have no access to Apple TV and know very little about it.)
Streaming services definitely watch IP addresses to determine when viewers are streaming content outside their area. There have been posts on the Forum about streaming services mistakenly thinking a user was using a VPN service to watch content that was not authorized to their normal IP address. In at least one of those cases, the streaming service was mistaken and was able to correct their "list of IPs".
So, it would be interesting if the ISP assigns different public IPs depending on what device connects to their fiber box.
