So I have a Orbi RBR20 and I am getting a weak security issue, how to I upgrade to WPA2/WPA3
IO have Spectrum Internet and also they upgraded to 400 speed.
Do I have to get a new router?

Yes, it can. See page 80 of the User Manual:

The RBR 20 and all Orbi AC series are EoL. Even if not in EoL status, there is no way to update the WPA features.
If you want or need WPA3, you'll need a Orbi, 750, 850, 960, 770 or 970 series which all now have WPA3 support.

You don't need to upgrade your router unless you "want" wpa3.
Wpa2 is still fine for the vast majority of users and the RBK23 kit should do fine with a 400mbps connection.
Apple and now some android devices are great at saying "your security is out of date. buy a new device".
