Push notification of interupted wifi

Question

Would it be possible to have a push notification sent to a mobile device or a simple email sent to notify user of a service interuption? My wife called today and said the wifi is not working, I remotely restarted comcast router, remotly rebooted orbi, everything fine. How to eliminate phone call and recieve notification that wifi is out? I really dont know how this would be possible without some sort of cellular data assistance, but then again im mot all that up on new budding tech either.&nbsp;
