Your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

    Couple of options,
    1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
    2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
    3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router. https://kb.netgear.com/31218/How-do-I-configure-my-Orbi-router-to-act-as-an-access-point and https://www.youtube.com/watch?v=H7LOcJ8GdDo&app=desktop

    Try option #2 first...

      Regarding # 2

I think that is what i'm trying to do?

on the Bell router/modem i disabled all wifi radios.  I turned on DMZ (not sure what exposed host is)  I added the MAC address of the orbi router to the active device. Turned off DNLP and UPnP.  Connect orbi to Bell

Is that all i do on Bell router/modem?  what should show in DHCP of Bell router/modem?

I'm not clear what to do on Orbi side?  Do i change the router IP address to 192.168.2.2 (since Bell is 192.168.2.1)  do i need to change IP from dynamic from ISP or something else?  or is that it?  then what reboot both?  I've tried all this and not working

        Set orbi side to 192.168.1.1

Should be nothing else do to on the modem or Orbi side/

Might power OFF the modem and RBR for 30 seconds then back ON with the modem first then RBR. Top ring should turn OFF after 5 minutes or so, indicating the RBR has a connection to the modem.
