Apologies if these are silly questions:
Just moved homes (from neighborhood where internet had to come from cellular hotspot) to house with 400 mbbs download.

More than just "recommend". Unless you want problems it is strictly necessary.
Having two routers side by side is a recipe for chaos and confusion.

Yes, most contributors recommend shutting off the Spectrum modem/router Wi-Fi. It serves no useful purpose and its radio broadcasts interfere with Orbi. There is no particular need to reset the Orbi, particularly if you have set up any device reservations, email addresses, etc. "If it works, don't fix it."
In addition, many contributors recommend putting the Spectrum modem/router into "pass through mode" so that you have only a single router between your devices and the Internet. It is not strictly necessary, but there are specific features that you may want which do not work with two routers hooked together.
Changing the Spectrum modem/router probably requires a call to Spectrum technical support. Contributors who find it impossible to get their ISP to change the modem/router often recommend putting the Orbi into Access Point (AP) mode and letting the Spectrum modem/routr handle all the router tasks.
Shutting off the Spectrum radios may also require a call to Spectrum technical support. The tech I talked to had no problem doing it for me.
