Rbs40v showing region japan while rbr50 router is showing region north america

I have an Rbs40v, running 2.6.1.4 firmware, connected to an rbr50, running firmware 2.7.1.60. The rbr50 (and my rbs50) correctly showing region as North America,

the Rbs40v shows region as Japan.

I have factory reset the rbs40v twice and region still shows as Japan.

in addition Rbs40v will only connect to rbr50 using 2.4g.

I have tried putting the Rbs40v next to the rbr50 and syncing them...will not connect via 5g.

I have tried downgrading rbr50 firmware to 26.1.40 and still have the same problems
