Check the power adapter that plugs into the RBS.
Swap power adapters with the one that works for the other RBS.

Does it do anything? Is the power light on the back lit up?
If so you could try using tftp to do so.
Here's a thread that talks about recoving it with tftp.

And the tftp utility instructions
https://kb.netgear.com/000059634/How-to-upload-firmware-to-a-NETGEAR-router-using-Windows-TFTP
just make sure you enable tftp from within windows.

- orbiraApprenticeThanks. The satellite works after swapping the adapter. Now I need to get behind the entertainment center mess to figure out if it is bad power strip or adapter.
Enjoy and Good Luck.
