Satellites do not connect

I have 4 satellites. All. 4 show in device list and all went through proper light sequence during install. But dashboard shows only 2 are connected. So when I select add a satellite, it shows the 2 already  connected but cannot find the other two even though one is sitting 12 feet away.   How would it know the MAC address if it cannot see them to connect?
