Unable to find Orbi wired or SSID after Factory Reset

I unplugged the router and let it sit for about 10 minutes. I then took the cable from my old router (I have an old router so I can still work while trying to resolve Orbi) connecting the Orbi to the Modem. I then powered on the Orbi. After about 40 minutes the flashing white light turned to solid white. Hoping that it would be working I try to pull up the login screen using IP and FQDN. Neither worked. When I ping the IP address I get "Network Unreachable". Without touching the router it is now back to flashing white.
When I use the same cables with my old router it works as expected.

When changing from the old router to the new router, was the modem power cycled (off and back on)?
It could be that the modem "remembers" the MAC address of the old router and is waiting for it to return.

This is a crucial step in the process that many people overlook.
Be sure to restart your network in this sequence:- Turn off and unplug modem.
- Turn off router and computers.
- Plug in and turn on modem. Wait 2 minutes for it to connect.
- Turn on the router and wait 2 minutes for it connect.
- Turn on computers and rest of network.
