AC791L Power Off Issues

I am having an issue with my AC791L Mobile Hotspot. It is showing that the power is on by the blue light flashing. Also my connected device says that I am connected. However I can not connect to the internet. I also can not power down the hotspot no matter how long I hold in the button, the blue light keeps on flashing. I believe I have a newer model because the manual is telling me to remove the screws on the back of the hotspot to remove the battery but mine does not have any screws. I have no idea how to remove the back panel if it even can be removed. The screen is black and can not get anything to show on it. I also want to mention that it was plugged into a surge protector and I lost power to my house and it seems that the issues started after that. Thanks to anyone who can help me with this issue.
