AC797-100NAS AT&T Data Issue

Hi there,
Purchased a brand new AC797 and an AT&T pay as you go SIM card and data plan.
No matter what I do I can only get “AT&T H” service.
AT&T have replaced the SIM card as a troubleshooting measure with no change to the issue.
I would appreciate any suggestions of what I can check.
Located in NY USA.

    Have you tried to factory reset the device? 

    Kindly check the signal strength indicator. If it is poor, try moving the device to a location with a clear view of the sky.
