Can I use LB1120 on a GSM network?

I have a couple of solar power installations in Haiti.  I would like to monitor them over the internet.  Can I use this device on the Digicel or Natcom network?  I believe both networks are GSM.  I would, of course, obtain a SIM card in Haiti.  I do not have WiFi available at the sites, and I would need a cellular connection for a wired internet connection.  (The required data rate and volume are quite low.  The device being monitored will be connected using Outback's Optics RE.)

    3G UMTS
