Defective 4GLTE LB2120 FOR AT&T....

Can someone tell me where to file an executive level complaint about customer service not replacing my 4G router as promised?  Or is there an expert on here that could refer my complaint?  I am deaf and when you get repeated incidents of no cooperation, I am sure that you can understand my aggravation.  Thank you..............
